CAMPAIGN PLAN
Proposed Language: ORCA - ADULT USE FOR 2026 DRAFT FOR PUBLIC COMMENT
FIling and 1st Challenge Phase:
From the time language is filed, we will have a minimum of 120 days before we can collect signatures. Filing in March allows for a corresponding July date to begin. A court challenge during these 120 days could delay signature gathering to October.
Signature Gathering Period:
after clearing the 1st challenge phase, we will have 90 days to collect the required number of signatures. At the end of this period, petition packets are turned into the SOS for line by line validation.
Signature and Ballot Title Review Phase:
Once received, the SOS will verify the registration of each person on the signature sheets. Also, the Attorney General reviews the ballot title during this time.
This phase should take 45 days to complete, Once complete, the SOS and AG send reports to the Supreme Court for certification
Signature and Ballot Title Challenge Phase:
This 90 day period allows for a challenge of the ballot title or signatures.
Once this period ends, the proposed State Question is available for the next General Election, or an earlier election chosen by the Governor.
Summary:
Our petition was filed March 31st, starting the timeline.Current projection to begin gathering signatures is August 1st 2025 ( if no legal challenge). If this becomes the start date, we could vote as soon as the June 2026 State Primary Election, as late as the November 2026 State General Election, or as a special election in between.

Signature Goal:
We need 172,000 signatures to achieve ballot access. SOS Current Signature Requirement Our goal is to collect and database 300,000 signatures. This sets a pace of average of 3,400 signatures daily, from across the state. At a minimum, we need to clear 2,500 signatures daily to succeed.
Signature Gathering:
During the minimum 120-day waiting period, we will build a multi-county organization. We’ll focus on counties SQ 788 won, but will organize and gather statewide. Here is a slightly dated video on signature gathering Slightly Out of Date Video / Do Not Use for Training Purposes
The “petition packet” includes a copy of the proposed language with additional legal disclaimers, a “gist”. and a signature sheet The gist describes in 300 words (or less) a summary of the proposed language. Typically, the signature sheet will have room for 10 signatures. Each signature line requires the signature, printed name, and address of the registered voter signing the sheet.
Voters can verify their current registration here: OK Voter Portal. Individuals who are not currently registered to vote can do so here: VOTER REGISTRATION LINK it is a felony to knowingly execute a false or fraudulent application. Verification of registration in the field is easily done via any device. A QR code for each link on promotional literature puts that power at anyone’s fingertips. This practice is encouraged by the SOS.
Signature gatherers can assist in filling out the printed name and address on the signature sheet. Only the voter can place their signature or mark on the signature line. A signature gatherer must have their signature sheet notarized. The signature sheet must remain attached to the petition packet.
